Do you think that Pacman will retire before he is expected to fight either Mayweather or Mosley?

Pacman is presently running for office and he will not comment on his return to boxing. He also said that his mother wants him to quit. Personally I think that he plans to use this as an escape route in order to duck random testing and still retain his idol, good guy, hero status. What do you think?
