Do you think that the legitimate military uses of cluster bombs outweigh the damage they cause to innocents?

First off, cluster bombs, the ones used by the US at least, don't just ter tons of explosives blindly hoping to hit a target.. They are extremely advanced munitions each one releasing 40 smaller bombs, each one capable of individually targeting a separate target. A single cluster bomb can destroy an entire column of tanks. I am willing to bet a very small number of innocents if any at all have ever been killed as a result compared to the success they have brought on the battlefield.
